正解：西方国家实行的不是市场经济，而是混合经济。所谓亚当斯密的小政府大市
场描述的是早已过时的英国工业革命后的时期。(这个理论甚至不能描述其他西方国家,有空以后再说).在一战之前，西方国家的政府支出只占gdp大概5%左右，在二战之后直到现在和
可预见的未来，由瑞典和美国的罗斯福发起社会民主改革（social democracy)，政府支出占gdp的norm大概是30%(美国)到60%(瑞典).所有西方发达国家都在此
范围内(除了日本,日本的国债高得惊人).相比之下,中国现在的比例只有大概20%.大大低于西方国家的最低标准.
但是很奇怪的是social democracy是由美国发起而且一直忠实的执行的,它却不遗余力的
向中国和东欧国家推销小政府,大市场的概念.现在更是有人指责中国国进民退.不得不感叹美国人真是
为中国经济着想,为中国人民的福利担心啊!!

正解:很佩服造这个词的人,把广大人民和私人资本家混淆起来，人为造成国和民的对立

美金， 其中大陆542万， 香港85万， 西藏32万， 新疆52万， 从经费规模可以大致计
算一下NED针对中国的雇员有多少， 美国的经费一般来说有一半是人员费用， 那么就
算360万美金是人员经费。 美国本土雇员和在中国NED雇员算对半分， 各占180万美金
， 本土雇员以4万美金年薪计算， 约45人， 中国雇员以4万人民币计算， 约360人，
所以总计NED中国项目直接雇员将是405人左右。 临时雇员那就不知有多少了。

债务危机没有结束。

马上很快还有两个国家可能会垮掉。

我整个帖子的主题是学校受到宪法第一修正案的限制，而很有可能不会解雇这个教授。
你说的其他内容都已经偏离我最初这个主题了，不过我可以回答你。
我当时没注意到你还提到prohibition。第十三与十八修正案的第一条都是normative的
陈述，作用在于描述授权国会立法的范围，并没有对违反的个人施加任何liability，
一个private actor如果蓄了奴或者卖了酒会如何，有怎样的liability，宪法并没有说
。实际的禁酒令也是通过国会立法National Prohibition Act，而不是第十八修正案而
实施的。假设历史上第十八修正案通过了，而National Prohibition Act因为某原因没
能通过，那么政府还是没法对贩酒者作出惩罚的。因此说宪法不约束私人行为在技术上
是准确的。
另外你把从许可到法庭命令都规为“执照”显然是不准确的。政府给种族主义组织进行
商业登记肯定是不违宪的，美国很多hate group都在州法下进行了incorporation。当

司机已经将车取走，已有司机在网上表达后悔之意，强调会彻底检讨自己。
不够料刑事检控
皇家骑警低陆平原警区交通服务组警司高蒙特(Norm Gaumont)昨日发出新闻稿表示，警
方在经过一星期调查「超豪车队」遭市民举报非法赛车后，无法取得足够证据对13名司
机提出刑事检控。
不过，警方整合犯罪处理部门(Integrated Proceeds of Crime Section)决定採取民事
手段，向卑诗充公财产办公室(BC Civil Forfeiture Office)提出充公这13辆名车的要
求。
警方已经将相关证据交给卑诗充公财产办公室，并提出四大理由，分别为这些车辆涉及
街头非法赛车、估计在限速每小时90公里的路段开200公里、漠视马路上其他司机，以
及有造成毁灭性伤害或死亡的可能性。

个劣质的洗脑动画片，格尔尼卡那简直就是作者磕了药画的。只要不从它的社会背景来
看，大抵是毁多余誉的。或者只要聚焦在它没有‘诉求’的地方，那肯定是千疮百孔经
不起逻辑推敲的。所以，这个所谓‘垃圾’的判断，其实没什么意义。
当然，你如果只是说‘我不喜欢’，这个倒没什么。再好的作品也有人不喜欢。巧克力
对一些人是美味，另一些人有半乳糖症反应，如果狗吃了，会中毒死掉的。
中国农民可以山寨飞机潜水艇，我认为中国工人有能力山寨钢琴，虽然这个可能性，对
于这个电影也根本不重要，因为它本身就带着荒诞色彩，跟相当多的艺术品一样。
同理，你也没法指望天下人都成为温州小老板式的人物，这个电影没有花太多笔墨描述
那些人，除了那个收废铁的季哥，和桂林他姐姐。这个电影着重描述那些对于新环境适应艰难的下岗工人。而这些人的存在，是当时一个相当普遍的社会现实。
