2003年美国发现疯牛病的时候，当时农业部的官员表示：“发现疯牛病并不奇怪，公布
才奇怪。”当时美国农业部的首席顾问德尔.穆阿博士，此前是“全美牛肉协会”的首
席顾问。美国农业部当时任命的政府发言人哈里逊（Alisa Harrison），此前的职务是
“全美牛肉协会”的广告部部长，在那之后还一直宣传“美国没有疯牛病”。因为美国
禁止进行疯牛病检测，导致大量的美国人感染疯牛病。对新佐治亚州一个牛肉消费团体
进行检测，发现感染率已达0.8%
一个农场女主人要对自己拥有的每头牛做疯牛病检测。但农业部竟然阻止她，因为
农业部只是抽查一些送检的，她自费检查就是“不正当竞争”。农场女主人愤然起诉农
业部，被判败诉。
这个事情被报道的非常广泛，在《华盛顿邮报》《纽约时报》上都有许多报道。

So I am reading all these comments laughing and calling out "conspiracy
theories". It's easy to "throw shade"..... getting "shade to stick" is

1950年，中国人口5.5亿，人均预期寿命32.1岁，女性文盲率90%-98%，男性文盲率55%-

。同年印度人口3.6亿，人均预期寿命39岁，女性文盲率90%，男性文盲率70%，GDP222
