controversial Keystone XL pipeline tomorrow, at least some Canadian oil
would still flow to Asia, according to Prime Minister Stephen Harper.
In a public one-on-one interview here with Jane Harman, head of the Wilson
Centre think-tank, Harper said Obama's rejection of the controversial
pipeline -- even temporarily -- stressed Canada's need to find other buyers
for oilsands crude.

据香港《明报》报道，海外企业来港上市兴趣不减。全球矿区面积最大油砂公司之一阳光油砂(Sunshine Oilsands)，据获悉，阳光油砂拟今年第三季度来港上市，目前正在甄选投行中。公司于今年1月引入中国人寿、中银集团投资及海峡两岸基金等战略投资者，日前完成了2.1亿加元的普通股融资。而已在米兰挂牌的意大利皮具生产商Piquadro(皮切诺)确认来港上市计划，称正与知名中资投行讨论来港上市事宜，料8月末9月初在港挂牌。

据加拿大国家邮报（National Post）2015年12月31日报道，中国主权投资公司-中投（
CIC）近日悄悄地关闭多伦多办事处，搬迁到美国纽约，结束在加拿大的为期5年的主权
基金投资。
截止2015年11月末，中国持有3.44万亿美元外汇储备。其中，有7470亿美元由中投（
CIC）管理，用于对海外的股权和风险资产投资。中投在2009年以来对加拿大的石油和
天然气资源进行了多项重大投资，到目前为止，损失极其惨重。简单列举如下：
1. 2009年，中投投资5亿美元收购温哥华的South Gobi Resources Ltd. 目前，该公司
已经频临破产，股价为39加分，总市值不到7000万美元。中投的投资基本血本无归。
2. 2009年7月，中投再出资17亿加元以每股17.21加元的价格收购Teck Resources 公司
部分股权； 目前，TECK 公司经营极其困难，股价跌到3.86加元一股。如果再考虑进加
元贬值的因素，中投的亏损超过了90%。

上周，香港财政司司长曾俊华公布了年度预算案，该预算中推出了规模为800亿港元(合
103亿美元)的惠民措施。香港在刚过去的这个财政年度实现了670亿港元的盈余。
不过，虽然政府的财政状况良好，但香港经济则不然。2011年第四季度，香港经济季度
环比仅增长了0.3%，港府对2012年香港经济增长预期也仅仅是1%至3%之间。
虽然从经济学辞典中我们得知，可以用“滞涨”来描述高通胀和经济停滞不前的情形，
但用这个词来形容当前香港的经济形势却不够准确。或许我们可以杜撰一个词──“滞
盈”来形容经济增长停滞和财政盈余高涨的局面。至少看起来香港政府如今面临的正是
这样一种状况。
考虑到香港坐拥中国南部沿海经济发展的全部优势，如此缓慢的增长数据尤其令人失望
。而更让它难堪的是，据媒体报道，去年香港GDP可能最终不敌昔日规模较小的竞争者
新加坡。
或许你会认为这些数据将给所有人敲响警钟。然而，尽管有关于香港经济将出现衰退性
增长的预测，上周港府公布的所有预算内容基本上仍是对以前的重复：不过是又一轮的
