。这个最终版本不准加修正案。最后，通过交总统签字。按一般的经验，参议院版本的
钱是高于众议院的。
上述情况是正常的一个bill怎么变成act.但是美帝现在不正常，所以最后的结果是9月
30号前通过个CR.然后过几个月，搞一个omnibus bill通过。不过这个house, senate版

奥巴马竞选时候呼吁给非法移民一条出路，也发誓要减少驱逐出境以避免拆散家庭，然
而奥巴马八年驱逐非法移民不但远超布什时代，而且比2000年之前19位美国总统驱逐的
总和还多，人们猛然发现对非移最好的还是里根和老布什，现在全国非法移民数量实际
在减少。
所以，候选人竞选时候的说话不能太当真，当真你就输了，美国不是一个人统治，而是
一个集团，这个集团做的一切都为他们自己的利益，所谓竞选就是这个集团内部利益的
重新分配。比如非移大赦，并非关心弱势，而
是为某些利益集团比如建筑，服务和养老业提供廉价劳动力。比如增加福利，并非为弱

重大区别的背景原因，同时也比较两党主政时期的实绩，以事实和数据来比较哪一个政

1993 - 2016 两党相持不下的僵局
最近的24年，表面上是民主党（克林顿和奥巴马）占据优势，入主白宫16年，共和党只
有小布什的八年。但是在国会，同时掌控参众两院，共和党占了14年，民主党只有6年
，另外4年是民主党控制参议院，共和党控制众议院。
再具体分析，克林顿和奥巴马都是只有在他们八年中的前两年是获得由民主党同时控制
国会两院的支持，而小布什的前六年都是由共和党控制国会两院。这就是说，克林顿和
奥巴马其实是只有两年的时间来推行实践他们的治国理念和竞选诺言，而小布什则有足
足六年的时间。
历史偶然吗？
那么在2001-2007年，共和党保守主义在美国完全一党独大（美国最高法院则至少从
1991年开始直到今年二月极端保守派的Scalia去世，保守派已经控制了25年了）的结果
是什么？是2007-2008的全球金融崩溃，和由此引发的二次大战结束以来最严重的经济
大萧条。

I am considering a VETO of the Omnibus Spending Bill based on the fact that
the 800,000 plus DACA recipients have been totally abandoned by the
Democrats (not even mentioned in Bill) and the BORDER WALL, which is
desperately needed for our National Defense, is not fully funded.
