债台高筑，经济萎靡，政党扯皮，失业率居高不下，凭什么AAA? 你看看美国的财政情
况，再看看德国和瑞士的，就知道这个降级本来就是overdue的。要不是储备货币的地
位，AA+还偏高。
美国靠不停举债摆脱困境的日子差不多到头了，将来会被迫逐渐量入为出。共产党没有

Republican基层支持者的集体转右，Tea Party是一个体现，本来似乎是顺应金融危机
而兴起的抗议，但最后却成为文化上极右、保守的草根运动。而草根运动的结果是推出
了许多自己的两院候选人，与党内established派别相互竞争，在中期选举中获得了不
少席位。
由于这一转右，使得primary的选举不得不成为偏右的选举。如果太过moderate，根本
不可能当选。但大选中又必须转中，否则必然失去温和派与独立派的支持。但两次转变
，必然成为flipflopper，被民主党所批评——可以看看Economist的文章，认为Romeny
呈现了自己太多不同的versions，没人知道他真正拥护什么价值。
但共和党是否自己应该承担某些责任，因为它多年来总是把竞选演化成一场cultural
war，关于abortion, gay marriage，其实这些我也认为做好留给states决定，联邦不
必过多干涉。但共和党总是利用这些不同的文化价值去争取保守选民支持。

moral majority在政坛上出现并把里根送进白宫之后，Christian right就成了共和党
一个极为重要的组成部分，即使moral majority后来解散，但其对共和党的影响是深远
的， 一直影响到今天的tea party许多立场。 而眼下的共和党在和大程度上又被tea

今天是2013年的元旦，市长向市民们道贺：恭贺新禧！
一方面，市长感谢2012年全球两岸四地的华人来到【天下纵横谈】为这个关心中华民族

2012是中国大陆高新武器大量出现的一年，我们在此做一个简介，下面所列每一个
项目都是了不起的科技成就，它们对中国的国防做出卓越的贡献，尤其是「北斗卫星导

1.「北斗卫星导航系统」覆盖亚太地区
中国国务院新闻 办公室在今年12月27 日发布新闻，「北斗卫星导航系统」于今日
正式提供区域服务，讯息如下：
a.服务区域从东经55 度到180度，也就是东起中亚的里海 （Caspian Sea）到国际
换日线（中途岛附近），覆盖了三分之一的地球表面；
b.定位精度：平面10米，高度10米；
c.速度精度：0.2米/秒；
d.授时精度：50纳秒；
e.通讯：120个汉字。这是「北斗系统」独有的功能。
2.中国第一艘航空母舰「辽宁号」09月25日正式服役。
