I've worked and lived in Beijing, Hong Kong, Chongqing, and Xiamen -
Shanghai is unparalleled. My experiences in China have been overwhelmingly
friendly and enjoyable, but people here are unbelievably jerkish. I can't
quite pinpoint it. They also have a hilarious sense of entitlement which I
find fascinating.

但是猫科就大不一样了, 豹子就经常性的袭击成年人了. 如果是山里有个豹子, 人们一
般还敢主动去打. 如果是个老虎, 即使是华南虎这种小体型的, 村里人山里人就不敢动
了, 实在受不了的, 也要靠花钱请专业猎户或者官府去对付了.

由于近年美国预算紧张，美海军的核心力量——核动力航母屡屡面临被削减的窘境。正
在编制的2015财年国防预算中，很可能裁掉1艘航母。出于对裁军的担忧，众议院军事
委员会主席霍华德·麦基恩（Howard McKeon）、该委员会海上力量小组委员会主席兰
迪·福布斯（Randy Forbes）等11名国会议员于1月28日，联名写信给国防部长哈格尔
，强调航母对于美国国家战略的重要性，要求美国保持11艘核航母编队。福布斯还在个

加州大学系统中的亚裔学生比例过高，要求限制亚裔学生入学比例，提高非裔和拉美裔
的入学率。加州参议院1月30日以27票赞成对9票反对通过了SCA5提案。SCA5提案将于近
日被提到加州众议会再次投票。如果众议会投票通过，SCA5法案将于今年11月举行公投
。一旦提案公投通过，加州公立大学亚裔学生比例将从现在的40%下降到15%，那么亚裔
孩子在大学中势必受到排挤
加州大学前校董李心培表示，关于学校招生中存在的种族比例问题早在20年前就存在争
议。这次SCA5提案投票中，加州三位华裔参议员均投了赞成票，这让身为李心培很不能
理解。他称，亚裔民众推选他们出来，就是希望他们能够在关键时刻维护亚裔居民的权
利，保护我们的利益。而这次提案的投票中，他们非但没有保护亚裔居民，反而倒向另
一边，支持减招亚裔学生。无论他们抱有什么政治目的，都不能以牺牲亚裔居民的利益
作为交换。

I strongly urge you to oppose SCA-5. SCA-5 allows race to be considered in
public higher education. This bill fails to address human rights and
fairness. It offers no clear guidelines as to how it should be applied. It
provides no safeguards against misuse. When a subject as sensitive as race
is involved in a public policy decision, it is incumbent upon lawmakers to
take greater care and consideration. SCA-5 is vague, overly broad, and
