先来看两张图。附件中的“eez”表示的是不考虑南沙及黄岩岛主权，南海周边各方按
照200海里划分的专属经济区，当双方有重叠时按照中线划分。这张图是99年的。当时
南海中可以占的岛礁已经被各方占完了，只剩下一些非常小难以构建设施的岛礁。图中
的paracel islands是西沙群岛，当时中国已经公布了西沙群岛领海线基线，把整个群
岛圈了起来，此图认为该群岛属于中国。当时中越北部湾划界还没有完成，因此北部湾
用根据清政府和法国签署的划分北部湾中岛屿归属的一条直线分割，后来的划分是曲线
，正好平分，中国比直线划分多3万平方公里。西沙向东一点的Macclesfield Bank是中
沙，实际上没有在高潮时露出海面的部分（以前看到的说法，低潮的时候也没有露出来
的，不知道现在有没有长起来的）。scarborough reef是黄岩岛的礁盘，礁盘很大，但
黄岩岛本身只是一块露出海面的石头，也就是说从西沙到菲律宾，露出海面的只有这块
石头。这个石头按照国际海洋法公约也没有主张专属经济区和大陆架的权利。北边的

当地时间5月24日出版的加拿大《明报》发自温哥华的报道称，近日，温哥华旧货摊出
售一本1947年版本的《Collier’s World Atlas and Gazetteer》的地图兼地理词典，
由于是旧版图书，品相有点破烂，内里的地图也不像现代地图那样色彩缤纷，几乎无人
问津。
该词典中收录的一幅地图由Rand McNally公司绘制，其题目为《中国、法属印度、暹罗
、及韩国的大众地图》 (Popular Map of China, French Indochina, Siam, and
Korea) 。地图将中国、越南、与泰国并列在一起，故此南海也包含在内。内中地图对
中国南海岛礁有详细描述，部分岛礁更明确标明主权属于中国。
更有意思的是，报道称，地图在Paracel Islands(中方称西沙群岛)名字之下，特别加
入(China)标签，显示地图绘制者将“西沙群岛”列入中国版图之内。
出版该词典的1947年，在历史上是颇为微妙的一年，也可能是中国及美国关系有史以来

and that left the opening for some people to exploit the vagueness and
dispute China's sovereignty over Taiwan, Paracel, Spratley, and Diaoyu
island.

岛建设一个环境监测站，相应的准备工作已经启动。
三沙市是海南省四个地级市之一，设立于2012年，下辖西沙群岛、中沙群岛及南沙群岛
的岛礁及海域。外界普遍认为，北京政府设置三沙市旨在彰显在南中国海的主权。
黄岩岛（国际社会一般称为斯卡伯勒浅滩/Scarborough Shoal）是南中国海争议岛礁之
