利非盈利来说，就太间接，还把bill gates也扯上，说人不是教育行业的，这一看就是

“天时”有大不利——讲英语，以及社会的Conventions
“地利”有问题——各自为政，浪费资源无数
“人和”——这个很强，在教学理念、方法方面。
当然受天时地利影响，教材教师教学也存在很多问题
【其实这上面的事情，每个领域都可以说几千几万字】
Common Core基本上是针对“地利”的问题，解决各地教学不统一的问题
但是这和美国的 Decentralized 的教育理念有冲突。
所以 common core的扯皮都集中在这个领域。
至于老师方面，
强调理解一题多解，这类的早搞过很多了，各种大纲和要求经历过了。
真正痛苦的是三天两头改要求，搞得无所适从，无法深入教学。
拿这个Arkansas（以及其他州）的事情——
去年搞 PARCC，今年说不搞就不搞了，你拿全州老师和学生玩啊！
就像下围棋，
你开局的时候守角也好，占边也好，都没什么大问题，最后能成为好局，
但是你一开始左一榔头右一棒子，每个地方都搞半吊子烂尾工程，
到后面只能深受其害。 |
