位于中国西南部、印度东北部边界，绝大部分都由中国政府宣称主权，称为藏南，并将
该地区划入西藏自治区的错那、隆子、朗县、米林、墨脱、察隅六县的管辖范围之内。
中国政府不承认印度控制该地区或者设立此邦的合法性。
中印这段争议始于1914年的中英藏西姆拉会议，在会上英国全权特使威廉·亨利·麦克
马洪提出麦克马洪线为西藏和英属印度之间的边界，该线将达旺等地区割与英国。后来
英藏代表皆签字批准该线，中方代表则因中央政府反对而没有签字。中方至今的观点是
:西藏是中国的一部分，不是一个主权独立的国家，因此西姆拉会谈条约只有单方签字(

1954年，印度在该地成立了东北边境特区。同年出版的印度官方地图首次把麦克马洪线

西藏现在毫无疑问是中国的领土，但我们的历史教科书上，把西藏归属中国的起讫一直
上溯到唐朝，那确实有点夸张了。吐蕃是唐朝最大最强的外敌，双方在长达百年里一直
打得你死我活，所谓“甥舅之盟”的“友好交往”，其实不谈也罢。总而言之，唐朝从
来没有也不可能认为吐蕃是自己的藩属。五代十国，中原混战，而到了两宋时期，吐蕃
已经崩溃，而赵匡胤以玉斧划界后，对大渡河以西不闻不问成了中原政权的国策，西藏
地区几乎从（中国）史书上消失了。元代设理藩院，可以说是将西藏纳入中国中央政府
统治之下的开始，但元对西藏完全是遥控，既没有派军队也没有派官员进藏驻扎，西藏
此时基本仍然属于是外藩。明代对西藏方向的边疆政策和元差不多，甚至在青海方向还
有收缩。众所周知，明代对于开疆扩土，开国初叶之后一向没有什么大兴趣。西藏无可

念，能在台灣周邊海域建立和平合作關係。
馬總統上午在總統府接見多明尼加國防部長巴勒得（Sigfrido Aramis Pared Perez）
上將等人時表示，中華民國是愛好和平的國家，最近和日本簽署漁業協議，透過和平方
式解決40多年來的爭議。
總統說，在國際海洋法中，漁權是來自於主權，因此，中華民國和其他國家談判漁權，
當然要有主權為基礎，這一點在國際法上非常明確。
他指出，換句話說，要從主權出發才能談漁權，但主權如果有爭議的話，倒不是不能先
擱置爭議，在漁權協議中，訂定適當條文擱置主權爭議，一樣可以先解決漁權的問題。
馬總統表示，政府用這樣的理念提出東海和平倡議，目前至少已解決和日本的漁權問題
，也希望以類似理念能在台灣周邊海域建立和平而合作的關係。

Martin Winterkorn resigns as Volkswagen CEO
Martin Winterkorn, the embattled chief executive of Volkswagen, has
announced that he is to resign following the scandal surrounding the
emissions of its diesel cars.
In a statement issued by the company Winterkorn said he was "shocked by the
events of the past few days."
"Above all, I am stunned that misconduct on such a scale was possible in the
Volkswagen Group."
