加拿大经济师称,精神疾病,家庭破裂,吸毒,犯罪和暴力等并不是造成加拿大人无家可归的最主要因素。
卑诗省西蒙弗雷泽大学(Simon Fraser University,简称SFU)经济学教授Krishna Pendakur称,人们无家可归的原因很直接但常常被忽略,那就是低收入和高房租。“精神疾病,犯罪,婚姻破裂,毒品犯罪等是造成人们无家可归的因素,但这些因素对生活在高房租地区的穷人影响力更大。”
Pendakur说,加拿大在这一方面的调查很少,但是美国有研究表明,收入和房屋可承担性之间的关系对各城市的流浪问题都有极大的影响力。
Pendakur指出,在过去20年来,加拿大一直是一个在健康上支出较大的国家,重点放在了毒瘾、精神病,以及家庭问题等方面。这带来的积极一面是,政府通过拨款或提供更多社会福利等可以相对较容易地提高弱势群体的收入。而消极的一面是,加拿大政府错过了在过去几年增加可承担住房数量的绝好机会。
但是,如今的经济危机可谓是给弱势群体提供了一线意外的希望。
加拿大房产市场的冷却使有足够收入的租客摇身变成房主,房屋出租市场的压力将随之减小,最终导致房屋租价下降。Pendakur称,
