大幅增税、减支计划。
据税收政策中心(Tax Policy Center)的研究显示，一对年收入在2万至3万美元的夫妇
原来平均每年可以享受15美元的税收抵免，新的措施实施后，他们将欠1,408美元的税
款。税收政策中心是布鲁金斯学会(Brookings Institution)和城市研究所(Urban

自五四新文化运动以来，七十年间，中文的变化极大。一方面，优秀的作家与学者
笔下的白话文愈写愈成熟，无论表情达意或是分析事理，都能运用自如。另一方面，道
地的中文，包括文言文与民间文学的白话文，和我们的关系日渐生疏，而英文的影响，
无论来自直接的学习或是间接的潜移默化，则日渐显著，因此一般人笔下的白话文，西
化的病态日渐严重。一般人从大众传媒学到的，不仅是流行的观念，还有那些观念赖以
包装的种种说法；有时，那些说法连高明之士也抗拒不了。今日的中文虽因地区不同而
互见差异，但共同的趋势都是繁琐与生硬，例如中文本来是说「因此」，现在不少人却

纳学院（Claremont McKenna College）政治学教授裴敏欣的文章，文中表示引渡令完
成一事比北京想的还要复杂，而原因其实在于中共统治下的司法制度。
文中说，中国政局最奇特的一个现象是，执政的共产党中，大多数那些在权利斗争中失
败了的，或是盗取了几百万美金的党员们都愿意逃到美国，这个在中共领导人头脑里属
于“敌方”的领土。更奇怪的是，当这样的倒戈发生的时候，中共政府还放肆的要求美
国归还这些逃犯，尽管这两个国家没有引渡条约。
