Phillips称，温暖天气是厄尔尼诺现象(El Nino，即赤道中、东太平洋海水表面温度偶尔增暖的现象)引起的，预计，今冬加拿大西部和北部地区天气将比往年温暖，安省、魁省和加拿大大西洋省份(Atlantic Canada)的温度将接近于正常季节气温。
但Phillips称，这也不是说每天都是温暖的，我们将经历冷天和暖天，降雪和干燥的混杂天气。
