Bloomberg reportsthe IRS is considering rule changes about "spinoffs of
trades or businesses that are small compared with a company’s other assets.
" An IRS official states the agency will hold in abeyance new spinoff ruling
requests while the issue is studied. Existing requests will continue to be

根据美国人口普查结果，主要都会统计地区(Primary Metropolitan Sta-tistical
Area),简称 PMSA，是指较大的都会综合体。1984年美人口统计局在257个都会统计地区
基础上,划出了78个首要都会统计地区。 美国前二十大都会区占美国大约一半人口，约
一亿五千万。
现代大都市为中心的都市集聚地区。区内的都市大小规模不等，功能各异。它们在一定
的地域范围内独立管理，空间上相互分开，都市之间郊区相连，中间大多隔有绿带。它
们彼此之间在社会、经济、政治、文化生活等方面保持着密切的联系，都会地区的形成
是生产力迅速发展和都市人口迅速增加的结果。
