潘文举例说，川普政府的对朝政策让金正恩不得不走出国门、甚至走向谈判桌，联合国
安理会去年8月加紧对朝鲜的制裁对此起到了关键作用。潘文说，朝鲜最重要的贸易伙
伴中国之所以肯在制裁问题上帮忙，不是因为川普和习近平此前在美国的会晤起了作用
，而是因为川普制裁那些几十年来一直在帮助朝鲜的中国公司。
他说：“美国一直对中国有施力手段，和以前不同的是，川普政府表现出了使用这种影

近平因此在两个月之内两次会见了金正恩。

我非常认真地回想了一下，自中美有贸易战的由头以来，我的境遇还真是毫无变化
：采访时没人会因为我是中国记者就断然拒绝；日常中，我的中国人身份也没有导致人
们在态度和立场上的疏离或扭转。这是美国社会的成熟之处，他们理解我只是一个个体
，只是一个新闻诠释者，和我是哪国人没关。
我的回答让这个国务院的外交官稍显惊讶，尽管更为惊讶的人是我。我无法想象这
样的问题出自于美国外交官之口。尽管她从来不和中国议题打交道，但在那一刻我忽然
意识到，中美关系走入低谷已不是停留在纸面上，也不仅限于政府和政府间的关系低迷

因近期中国持续对台出招恐吓，更有专家称，中国2020年要武统台湾。美国媒体撰文分
析，中国采用武力、政治恫吓，或经济手段，反而会激起台湾人民的不满，若真的要武
统台湾，失败机率非常高。
据台湾英文新闻今天引述报道说，中国真的要武力统一台湾，失败机率非常高。报道引
述《华盛顿邮报》前北京分社长潘文（John Pomfret）在华邮撰文指出，中国不断透过
武力、言语恫吓台湾、呛声武统。多数分析家也认为，随着中国在经济和军事上的进步
，台湾将难以维持独立民主地位。但潘文指出，近年开始有美国学者和官员，质疑中国
是否真能统一台湾。
潘文举美国夏威夷东西文化中心研究员丹尼罗伊（Denny Roy）与塔夫斯大学政治系教
授麦可贝克利（Michael Beckley）的研究为例，指中国部署导弹、监禁台湾维权人士
，都激起台湾反对统一的情绪，如果是对台采用经济威胁，中国本身也会受到伤害。

近日，中国两会新闻发布会上蓝衣女记者对“红衣女记者”张慧君翻白眼事件，翻出红
衣女就职的全美电视台——American Multimedia Television USA （AMTV），是华人
秦嘉豪（Yong Qin，Jason Quin）投资创办的外宣媒体，于是带出中共大外宣这个政治
话题。我不由得想起自己2012年完成的一份《中国大外宣》研究报告，以及这份报告被
雪藏的原因，总觉得有些话不吐不快。
中国大外宣媒体早就进驻美国时代广场
中国官方于2009年决定投入450亿元人民币巨资在全球推广“大外宣计划”，藉此与西
方媒体“争夺话语权”。当时我就关注到这是个值得研究的课题，向一NGO提出申请，
获得回复并给予研究资金，2011年，我完成了这份报告。
当时，中国对大外宣英文媒体（非洲以外区域）的投入还刚开始，其中比较引人注目的
有中国官方通讯社新华社北美总分社进驻时代广场，与路透社、《纽约时报》、新闻集
