才看了一下，法国这个系统是二战后建立，期间经历了好多次大的改革，关键是在改革
之后这个体系能够得到发展和改善,才能延续至今。比如“France’s health system

substitute generics for brand-name pharmaceuticals."听上去就是不错的与时具进
的措施。
医疗技术日新月异，相应地全民健保也不可能躺在床上睡大觉。好像西奥多罗斯福也倡

昨天收到信"notice of failure to comply"，说我没有按时“answer the ticket(by

fine 和￥85 surcharge。

了警车。没想到那警车就跟着我过来了！我老老实实靠边停下，只见两辆警车上下来好
几个警察，其中一个看上去官大的，首先跟我说话。他问我知道为什么要抓我不？我很
无辜地说不知道。他说，是因为最近出台了一条新的法律：遇到警车在路边闪灯，必须
减速并切换到左边的车道上。我压根不知道这件事情！直接从警车边上越过去，就稀里
糊涂被抓了。
那个官大的回去写罚单了，留下另一个警察跟我们聊天，看似有意无意地盘问了我们好
些东西，对于那条法律也重新说了一遍。我态度良好，对答如流，自己的信息都能记起
来。只是有两处：他问我刚才看到警灯没？我说看到了。他解释了这新的法律之后我说
