掌。她的讲演对赢得美国对中国抗战的支援起到了很大的作用，你我没有变成日本的亡
国奴，她有一份功劳。

宪法根本不负责规范个人行为“，这一点，既不符合中国宪法，也不符合美国或者法国
等国的宪法。下面就分三部分，具体谈谈为什么宪法规范个人行为。
第一部分：中国宪法
首先，规范不等于惩戒。也就是说，宪法不同于刑法等法律的地方就在于，宪法不直接
规范个人行为，但是而是通过更具体的法律法规以及其它手段来进行。从这个角度说，
宪法直接规范法律（以及政府），间接规范个人。
其次，中国宪法到底有没有规范个人行为的条文？当然有，而且用了整整一个章节来阐
述，标题就是”第二章 公民的基本权利和义务“。而且在这一章节里，明确说了”公
民必须遵守宪法和法律“。
第三十三条 凡具有中华人民共和国国籍的人都是中华人民共和国公民。
中华人民共和国公民在法律面前一律平等。
国家尊重和保障人权。
任何公民享有宪法和法律规定的权利，同时必须履行宪法和法律规定的义务。
第五十三条 中华人民共和国公民必须遵守宪法和法律，保守国家秘密，爱护公共财产
，遵守劳动纪律，遵守公共秩序，尊重社会公德。

是半个世纪前的语言而且错误不少，所以，重新翻译了一下，供大家研究。
其实，感到《波茨坦公告》写得很牛逼，估计是美国已经造好了原子弹，底气十足。
但相比之下，《开罗宣言》由于产生于1943年12月1日，相对比较笼统，遣辞也保守了
很多。
