且就算没有真的家事，也必须长期待机，随时准备答应召唤。如此一来，阅读还不受影
响，写作就很困难了。既然不能再像以前那样每周写两三篇稿子，那么就先挑最重要的
话题谈谈，亦即Trump的施政方针。
当前舆论对Trump的政策，分析报导已经是盈篇累牍，但是英美的主流媒体如Guardian
、BBC、CNN、NY Times和Washington Post固然失之于尖刻偏颇，其他能维持客观态度
的，往往也专注于皮毛：或是迷于形式，着重在Trump的Twitter偏好，或是只针对
Trump的个别命令做线性外推，没有把握到他整体施政理念和结构的筋骨脉络，所以这
里我来做点简短的整理。
历史上每一任美国总统，在上任之后，都必须协调四种政策的动力来源，由内到外分别
是：总统个人本身的理念、核心幕僚的世界观、既得利益者的要求和竞选期间对支持者
的承诺。从Clinton开始，既得利益者的要求高于一切，而对支持者的承诺则如同用过

旦进了这个“政治精英”俱乐部就就几乎终生受到保护的，即使有错，前几届政府，很
少fire 任何人，要不就
relocate，就像 Bengazy 这么大的事件，都没任何人受到责备，哪怕不是政府直接原
因导致的！
Tillerson当初能选上国务卿，跟trump 刚上台时的对俄战略有关，trump 上台对外交
一个主要方向就是“连俄治中”；因为都知道 tillerson和putin/俄有很好的私人关系。
但，左煤/民主党 狠打通俄，trump政府对俄战略完全停步，而且现在对俄比以前更坏
，Tillerson的一个主要任务就毫无永无之地，加上慢慢trump 和他在其他问题上分析
越来越多，就是正面的没了，只有负面的，这样关系很难继续下去。
最近的压倒骆驼的最后一只稻草就是，北韩，据报道，tillerson 反对 trump 跟三胖

1，无论对谁，让trump 无条件承认 2016 大选被干预，trump 几乎都不会的；原因跟
奥巴选前不提任何 俄 干预大选的原因一样，还辩护因为美国大选太分散，就没可能干
预，即使当初 奥巴的 FBI/CIA 反复警告奥巴 俄在干预大选，因为谁也不愿意自己赢
是 “不干净的”；奥巴不想 H “不干净”的 赢；好多体育比赛的赢家有没有裁判帮
忙，自己也不会说，确实输家会时不时说 裁判偏向，这是 人之常情，不知咋就那么难
理解！
如果trump 承认 俄干预，你觉得媒体会大赞trump 实事求是；绝对不会，媒体会大喊
：看trump 自己承认 赢全靠 俄国；一直相比，PR 更糟！
况且 的确 没有影响选举结果！加上 DNC 和 H 和 FBI 背后 干的那些事儿，你是

2，直接当面 跟putin 用嘴 对喷唾沫，对谁都毫无用处，更想小孩子 打架，斗嘴；斗
嘴这事儿，其实朋友，熟人可以，因为不伤筋骨，也许还能共同进步；对于真正的对手
