already. For example, medical malpractice reform. New tort case will be
judged by a special court with jurors from medical doctors. So it will make
it very hard for a frivolous case to win. It also proposes to establish

healthcare, tax reform涉及面广，都是长期过程。还是先协调budget cut吧。
现在的budgetcut proposal要不修改通过也很难。
噢爸妈8年里不停用纳税人的钱去增加自己base。trump想降低国债是好的，但給
钱容易减钱难，减钱要避免触动自己base太多人利益。否则杀敌1万自损3000也是
