的。如果再投的话没几个会自己打自己的脸投反对票。
我觉得老床不应该发推说先repeal,然后replace later。这样和以前自己的话矛盾而且
能造成部分moderate的恐慌。他应该就说一分为二，一个repeal另一个replace，同时
推进。肯定repeal会先通过。Repeal一通过民主党人估计就泄气了，然后不得不坐下来
和和党一起搞replace。
这个方案的缺点是等到民主党人掺和到replace里面后保守派的议员的分量就几乎没有
了，估计最终法案会很左。
