北京欽點的香港下任特首唐英年的慢動作內爆，讓人想起1997年回歸不久前，前《遠東
經濟評論》編輯戴維斯 (Derek Davies) 的演說。該演說題為《兩讚殖民主義》，旨在
嘗試解釋為何香港會在英國管治下興盛。十五年後，那些難以管治香港的中國官員，可
能應該看一看這篇演說。
英國人創造了一個相對廉潔並能幹的公務員隊伍，每天管理這城市。戴維斯先生的英國
同胞未必會喜歡他對英國人的描述：「他們沈醉於各類的會議記錄、草案、正當渠道、
先例，甚至是他們用來防止檔案夾內紙張的圓孔破裂的紅膠紙，都喜愛不已。」不過，
起碼這些程序有助令人尊重法律，並防止濫權。
在公務員之上的，是由倫敦委任的高級官員。這些上等人通常都自視過人，鄙視記者和
其他「不利」的批評，但他們倒是會透過報紙和其他途徑在回公眾的意見。
其中部份原因，是因為香港官員要向英國的民選政府負責，而英國民選政府對有關管理
殖民地不力的指責十分敏感。不過，在港官員在處理本地事務時，不時會叛逆倫敦的意

针对香港官场目无法纪，高官如唐英年、孙明扬之流知法犯法违规僭建，《华尔街日
报》言论版编辑Hugo Restall雷斯塔尔在该报发表署名评论，题目是「香港在英国的统
治之下较现在更好」，版面而且配了一张合成图，图中显示英女皇一个发亮的头像，下
面是各个民族的工农阶级联手走向光明。暗示当年的英女皇，有如中国文革时毛泽东如
红太阳一般的，仍然受到香港人民的尊敬。
评论指出，回归前后香港政府其中一个最大分别在于「香港的英国高官需要向一个
由民主产生的英国政府负责，而伦敦亦要小心翼翼的管治好香港这个殖民地」；但「现
在的特区政府只需向一个寡头垄断而且是贪腐滥权的政府负责」。
雷斯塔尔一开始以下届特首热门人选唐英年慢动作的自我毁灭作为文章的引子，回想到
1997年回归之前，前《远东经济评论》总编辑戴维斯的一篇名为「为殖民主义喝彩两声
」的演说，内容提到为什么香港在英国的统治下可以繁荣。雷斯塔尔说，处理香港事务
的中国官员，有空应该重温一下。

记得版上有个例子 - 可以考古下。他是H1B申请的Eb1类，很快拿到AP/EAD，用AP入过
境，不久Eb1被拒。之后没做任何行动，没离开美国，继续工作也如常。直到他再次提
出移民申请（Eb2），移民局告知他已经Out of Status 两年之久。他的AOS在Eb1被拒
的那刻，就失效了。应该立刻 Restall H1b。 |

很多时候是律师/HR的错误，USCIS也不管，出问题了还继续发工资。
但到批绿卡的时候，就有可能说出问题，万一那样，到时候没人替咱们移民的负责，即
使当时他拍胸脯保证没问题。 |

如果AP入境，H1B失效，除非提交EAD，他就不应该用H1b工作。EB1被拒，身份失效。也
就是说，AP对H1B是没啥用的。即使restall， 中间也有几天的gap吧，合法不？485是
否被拒，只是身份问题。
老美的规矩，特例太多，完全看经手人怎么处理，而且我们也很难翻盘。 |

you can generate.
There are three factors affect control:
1. the dwell time - how long the ball stay contacting the string bed. the
longer the better for those hit flat or simply ding the ball back.
2. the deformation of the string bed. this factor matters when the ball is
hit off centered so it bounces unevenly. the smaller the racquet head, the
better control.

dist-upgrade.
So I had copied out /home and /etc and I'll have to reinstall system.
The weird thing is that when I was trying to install the current system, I
tried 13 first, but after wasting a lot of time it just could't install(
installation stuck at about 50%). Googled a lot and people says to remove
RAM etc, and at last I chosed 12.10 and finally installed.

experience with IE.
It realy sux. I met a bunch of weird errors that
even our system admin doesn't how to fix. Everytime
he suggests patch, update, upgrade, re-install IE,
even restall xp.
Now I am using NetCaptor, an amazing IE-like browser,
but way less troublesome. |

happended to my computer. I locked my computer and left home yesterday. When
i came back, it become very slow. There are spyware/Trojan programs
installed in my computer. After i run some anti-spyware software to delete
them. My computer worked back to the normal way. However, I can't access to
MSN Messenger. I am sure that my email address and password are correct. I

发帖数: 46 | 12 Thanks for reply. As you said, the writting and the stability of the disk is
quite reliable. However, it happened to me before, that I was trying to
synchronize my computer to a WD portable using their software. One of the
files corrupted when I check it months after.I wonder what's could be an
explaination. Another case is quite a few of the pictures in my computer
were corrupted when they were read very often after I set the folder as the
picture slideshow gardget. Would you tell me why?
