另外可以给homeless搞胶囊公寓，建设在警察局附近，美国警察局附近一般都有空地，
一个警察局来个50个胶囊公寓，具备自动清洗功能，刷指纹入住，可以洗澡，但是限制
时间和次数/天，可以洗衣服，两天一次。
这样花费小不说，还能掌握homeless的迁移动向。还有就是能让homeless有地方住不说
，还能穿戴干净一些，至少不会影响找工作。 |

in every election since 1960 — including Barry Goldwater who lost in a
