话说很多美国政府干过的事情中国政府想都不敢想，比如说著名的案例Wickard v.
Filburn。Roscoe Filburn是一个老实巴交的农民，1940年他因为多收了三五斗被联邦
政府罚款（大萧条时期政府限制播种担心丰收压低粮价），Filburn大喊冤枉说自家种
的谷物都是自家用，又不在市场出售和政府何干？他一怒之下把农业部长Claude
Wickard告上法庭。
这个官司居然最后一直打到最高法院，1942年最高法院九名法官全票判该农民败诉，原
因是：如果你不种那么多小麦你就得去市场上买小麦吃。你的不作为也是影响了市场，

sounds.
There are bad hours (lots of weekends and holidays). There's low-as-it-goes
pay — as in minimum wage, $8.55 an hour.
But mostly there's the poop, says Guy Palumbo, owner of Roscoe's Ranch, a 24
-kennel outfit north of Woodinville.
