首先，言论自由这个概念中，干涉言论自由的只能是政府、军队这样的国家机器，而不
能是个人、公司或组织，比如youtube、newyork times，BBC,他们是拥有言论自由的拥
有者，而不可能是言论自由的干预者。至于你们去人家网站发帖子，那不是你的言论自
由，只是你享用人家的服务，也就说你去人家网站发言不是你的权利(right)，而是你
的特权(privilege)，这个特权是在一定条件下获得的，这个条件就是人家的服务条款
，你只有遵循人家的服务条款才有在人家网站发言的权利。
所以，对youtube,newyork times,BBC 来说，如果他们设置禁止回复或过滤信息的行为
不是在政府要求下进行的，就不存在所谓舆论管制的问题。同样，国内的天涯的敏感词
，如果是天涯自己的行为，而不是在政府的要求下那样做，也不存在所谓舆论管制、干
涉言论自由的问题。
其次，即使是在政府的要求下设置禁止回复、或者敏感词，那也不是youtube或newyork

看到rul说我一个国家要发展最根本的是什么都不清楚。我觉得这就是和我的最大分歧
，我根本不关心印度是不是能够发展起来，我不是印度人也不想和谐印度，我只关心中
国不能帮助自己的敌人发展，起码是不能帮助政府领导人公开宣称中国是其最大敌人的
印度来发展经济。他能不能发展起来，那是他们自己的事情，中国不要上赶着去帮忙就

整个calendar year内是否有FSA coverage，而不在于是否有contribute到FSA。我们因
为有去年的$500 FSA balance rollover到今年，所以看来是不能enroll HSA了。我们
的HR看来也没理解对。
不过，是否有办法把我从spouse的FSA coverage “remove”出来？FSA账户上是可以把
我的名字去掉，但是似乎随时可以加回进去，所以这种操作应该不算“remove”
coverage。

有普遍适用效力。具体你要看你的predoctoral fellowship是符合两个ruling中的哪一
种情形；而且这种fellowship的定性不分美国人和外国人，你可以看看AHA怎么对同样
收到fellowship的美国人进行税收处理。如果你的fellowship性质是和Revenue Ruling
