重要的rule是，如果之前play完结后是停表状态下，就不会有10s runoff，比如刚刚TO
完以后false start就不会有runoff，之前play是incomplete pass，也不会有。

Cook接球落地，还剩18秒，裁判rule Td，然后reverse，根据规则10s runoff，
Oakland 剩8秒开始下个snap，并且裁判摆好球后马上计时，Oakland下一个play，
endzone TD并且OPI，那时还剩3秒。但这个OPI，并不是the only reason the clock
stopped，TD本身也会停表，所以这个OPI并不会触发10s runoff，所以Oakland得以还
有3秒打下一个play。如果OPI那个play的reception不在endzone，这个OPI就直接触发

事情已经发生， 抱怨和推卸责任都只是浪费时间，关键是如何快速解决问题，应对以
后类似的问题。。。
【Sewer system 应该有一定设计标准， 比如5年， 或10年。 低洼积水可能是作为
Runoff storage 的一个OPTION, 但这不应该对其它造成HAZARD。 比如道路或者立交桥
的RAMP， DOT 在设计道路时，必须考虑到它的DRAINAGE 问题】
放设施的维护也有关。
作者应该是用Q= c*i*A rational method 算流量。 除此之外，还应考虑， Qp 及Tc。
如前所述，低洼地不一定是坏事； 但在设计标准内，“积水”/“屯水”用的低洼地
不应该在道路出现。对于高于设计标准的高达数尺(比如说3', 车就可能漂浮，离地)的
道路积水，应该及时设置警告，封路标识！还要提供DETOUR 路线。。。】 |

没听说修池子把雨水留在自家就能减税的。这个税是因为EPA要把Chesapeake Bay注入
盐成分减少15-22%,本质上是为了收148亿刀上来喂饱环保团体和环保工业。
这些环保人群为巴马选举立过大功了。

火商问题上认为共和党大多数不对的，可以支持libertarian party（Ron Paul, Gary
Johnson 这种）。当然最有希望的GOP的libertarian wing，代表人物如rand paul,
Justin amash,可能可以两边通吃。当然tea party的力量和支持都要远远大于
libertarian，核心问题tea party非常符合自立根生合法移民的利益，帮助tea party
的人赢得GOP党内初选是合法移民华人的最佳选择。senator权利极大，现在南北卡两个
senator席位我们都应该尽力支持tea party候选人赢得党内初选。Greg Brannon 和
