dodd-frank约束wall street bill.本来前任fed chairman也就三页纸。结果立法出来
上百页了。各利益集团都往里面加东西，后来被人发现，结果没人知道谁加进去的。议
员们揣着明白装糊涂。
而且美国立法可以不停的提amendments.这是另一个途径给加私货。比如下面这个
budget bill里，人家就能加进去关于狼的东西。
