团体在决策过程中，由于成员倾向让自己的观点与团体一致，因而令整个团体缺乏不同
的思考角度，不能进行客观分析。一些值得争议的观点、有创意的想法或客观的意见不
会有人提出，或是在提出之后，遭到其他团体成员的忽视及隔离。团体迷思可能导致团
体作出不合理、甚至是很坏的决定。部份成员即使并不赞同团体的最终决定，但在团体
迷思的影响下，也会顺从团体。
一般认为团体迷思这个概念是由美国心理学家艾尔芬·詹尼斯（Irving Janis）首先提
出。但William Safire于2004年8月8日《纽约时报杂志》（New York Times Magazine
）撰文指出，团体迷思一词实为William H. Whyte于1952年在《财富杂志》中首先提出。
1972年，詹尼斯利用“团体迷思”一词形容团体作出不合理决定的决策过程。詹氏对“
团体迷思”的原定义为“一种思考模式，团体成员为维护内团体的凝聚力、追求团体和
谐共识，而不能现实地评估其他可行办法”。[1]

美国明年底总统大选才投票，但两党现已有20多人参选。无党籍报名者更多，截至八月
份，已有800多人。美国报名选总统很容易，只要登记就可；随后证明已募到五千美元
捐款，就可正式参选。
美国之所以这样宽松，就是为保证人人可参政的宪法权利。当然，美国是两大党政治，
小党和独立候选人基本没有当选的可能。在美国近年历史上，只有德州的石油大亨佩罗
（Ross Perot）作为独立候选人参选（自掏五千万美元做竞选经费），拿到过最多19%
的选票；其他小党或无党籍人士，都没超过4%。
所以下届美国总统，还是会在两大党的候选人之间产生，而且最可能是共和党人当选。
主要有三个原因∶
一党执政两届就会下台
第一，在美国过去50多年中，总统主掌白宫两届八年，基本就会换党。只有一次例外∶
共和党籍的里根总统做得太出色，连任时获横扫般胜利（50州赢了49个，创了记录）；
美国选民爱屋及乌，投票选了他的副手，副总统老布什进入白宫，才有了一个党连续执
政三届的记录。如果1992年没有佩罗作为独立参选人，老布什一定能连任，创共和党连
任四届的记录，因为佩罗拿走的绝大多数票都是共和党的。
