韩寒没有在所谓的民主国家呆过，对政府有异议可以理解。我也说一说民主和政府之间
的关系吧。
我昨天在中国城买菜，路过一家商贩，小二非常着急的和一个穿制服的黑人大哥解释。
“no money”, “no money”。 原来这个大哥是Sanitation部门的人， 大概也就和中
国的城管部门差不多的职能。这个罚单可不轻，起码500 大洋，有可能上千，如果是屡
犯，小贩有可能得关门。 怪不得小二非常的着急，如果罚单下来，奖金可能就没了，
连工作都有可能不保。
在中国这个事件可大可小。大的话，小贩拿个利器，有可 能血溅八尺。 小的话，塞给
城管大哥一点小意思，大事化小，小事化了。如果小贩有组织的话，可以给黑社会保护
费，黑社会可以搞定城管。
在美国，这两个选择对于这个小贩来说都不存在。黑人大哥拿着一个手提电脑，罚单的
