内容提要：春秋、战国之际为中国古代社会的一个极为重要的制度转型期，诸子百
家均为未来社会新的制度安排纷纷提出了各自的理论体系；其中荀子创设的“礼制”思
想可谓不同凡响，“从经济思想上看，荀况不仅集了儒家的大成，而且也集了先秦各家
的大成。他是我国第一个从总体上对封建经济制度进行了理论分析的思想家。”荀子所
设计的“礼制”思想，为后来的大一统的封建帝国的经济制度与经济政策的制定，提供
了理论依据，其影响十分深远。笔者以为，荀子的“礼制”思想既是“荀学”的核心，
又是其经济思想的基石，更是具有中国传统特色的制度思想。

政府搞price control就是把一个商业问题政治化，原来医生和患者在市场上博弈，大
家愿赌服输。要是搞全民医疗，就是医生和患者到政府寻租，无论谁赢谁输，没有人会
服气的。
如果象欧洲，加拿大和台湾一样，政府偏向患者，用price control压低医疗费用，结
果是医生逃离医疗行业，造成医疗短缺。看病排长队。扩大medicare就是这个下场。
如果象obamacare, 政府偏向医生，医疗费用就会继续快速上涨，比现在的情况还差。
历史早就证明了所有的国有化就是这两个后果，price increase and/or scarcity.
