I can only think of brute force solution -- do word counting on every
possible collection of half number of sentences and choose the minimal. But
that's exponential C(n,n/2).

But your solution is only a heuristic, not guaranteed to find the minimum
set.
Notice the optimal solution not only prefers shorter sentence, but also
prefers words that are shared among multiple sentences.
Image there are 10 sentences, and 8 words as the following, the solution
will keep the longer sentences.

sentence.
Usually misdemeanor means max prison time < one year. The sentence can be
probation, fine, suspended jail time (actually this counts towards actual
sentence as far as the immigration is concerned).
The magic number is 365. If the max sentence is 364 or less, you should be
fine.
Also, if this is not violent crime or crime of morale turpitude such as
stealing, you should be fine.
