保险其实实质上应该分两个部分，一般的basic medical coverage，感冒啊，检查身体
啊，这些算是福利，可以让政府管，税收出。另外一部分是大病，这个就有一半保险，
降低风险的成分了，这部分用私营公司来管理，其实比较合理。
要我说，应该一人一个帐号，都花自己的，别老想着dip into someone else' pocket.
