片不斷刺激人們的神經。「革命」是一個非常聳動的名詞，台灣的記者本來意識形 態
就很重，「茉莉花」又是一首家喻戶曉的民謠很容易和中國產生聯想，想想看，好事又
對中國有敵意的台灣記者能放過這個唱衰中國的機會嗎？
果 然，台灣深綠的「自由時報」打出「中國開始了茉莉花革命！」的聳動標題做誘導
式的報導，台灣深藍的TVBS電視節目「新聞夜總會」也以「中國的茉莉花革 命」作專
題討論。我們再一次証明在面對大陸的時候深綠和深藍的媒體非常自然地形成堅定的聯
合戰線，李豔秋唯恐大陸不亂的報導跟「自由時報」沒有任何不同。 有趣的是，那天
她請來的特別來賓並沒有隨她的報導起舞，這是一大進步。李豔秋應該讀點書了，不能
一直靠老公鬼混，否則主持人的位子是坐不住的（罩不住特別 來賓），她這個談話性

Yeah, we have seismic considerations here and labor is more expensive, but

种 IQ TEST。照着申请材料提供的单子打了几个电话，终于预约了一位注册临床心
理医生，开车离家大约20分钟。
测试当天，跟孩子说了个大概，让他到时候别太调皮。扁豆问：有什么奖赏吗？扁
豆妈说：晚上去 Todai 吃自助餐。三人开车到了医生的诊所，先填了些表格，医生
就把扁豆领进去了。然后就是大约两个小时的等待。期间，经常听到扁豆那“嘎嘎”
的笑声。看样子，他挺放松的。测试结束后，医生笑容可掬地把扁豆送出来，跟我

楼上的见过几个美国官员，又见过几个美国官员做经济舱？建议中版和美版的各位既然
这么喜欢政治，就多看看c-span。尤其2008金融危机以后，很多前二十年的gray area
被bipartysan翻了个底掉儿。如果你看完之后还能说美国官员廉洁，那咱就只好佩服你
执着！
其实，大家都腐败。区别在于官员权力的大小。中国的官员权力大自然就腐败的金额大
，程度高。美国的官员权力小自然就腐败的金额小，程度低。关键就在于用制度上的制

高科技风险大，所以不应该被骂？如果这样的话，大家都不应该批评国内的科学家，国家投了几个亿，什么也没有搞出来，是因为高科技风险大，老子搞不出来是应该的。

北京政府对旧俄条约权益的清理，1917—1922

摘要：旧俄于清末民初在华取得许多条约特权。1917年十月革命爆发，北京政府及东北
、新疆地方当局，于1917至1922年间相机收回大部分旧俄在华条约权益，造成既定事实
，为日后《中俄协定》苏联原则上放弃条约特权奠定下坚实的基础。在此过程中，北京
政府与东北、新疆地方当局的协力合作，值得注意。北京外交团担心条约权益受损，常
干涉中方的清理行动，北京政府虽作了部分让步，但在主权攸关部分，则能坚持立场。
藉由对北京政府清理旧俄条约权益之考察，可增进学界对北洋外交的理解，并可对苏俄
“主动”广自愿”放弃旧俄在华条约特权之旧说，作适度的修正。
