今年3月初，美国商务部工业与安全局指中兴系公司违反美国对伊朗禁运美国技术产品
的规定，向伊朗转售美国技术产品，与美国的国家安全或外交政策利益相违背，将四家
中兴系公司（中兴通讯股份有限公司、深圳市中兴康讯电子有限公司、中兴伊朗有限公
司和北京八星有限公司）列入“实体名单”，并据此要求任何美国企业自3月8日起根据
美国《出口管制条例》申请对这四家中兴系公司出口产品。所有美国产品供应商均须取
得美方许可，方可对者四家中兴系企业供应受管制产品，而美方“实行否决性假设的许
可审查政策”，即供应商不可能取得供货许可。中兴系公司的主业是电信设备和终端，
对美国技术和元件的依赖程度极高，被掐断美国技术和元件供应，将面临无米之炊的绝
境。
中兴系的起源是1985年成立的国企深圳市中兴半导体有限公司，1993年改组为深圳中兴
新通讯设备有限公司（中兴新）。1997年，中兴新发起成立控股子公司深圳市中兴通讯
股份有限公司（中兴通讯），在深交所上市。
中国政府立即撒泼打滚。外长王毅3月8日在全国“两会”的专场记者会上说：“今天早
