发帖数: 70028 | 1 个税修正案草案正在征集公众意见，却遭到央行货币政策委员会委员、清华大学教授李稻葵“炮轰”。李稻葵在刚出版的5月号《新财富》杂志上发布署名文章《个税必须全面系统改革》。在该文中指出，“个税体制设计极其简陋，甚至‘弱智’。”为此付出巨大的政治成本和社会代价，“很不值得”。
中国经济网报道，这一“弱智”观点甫一发布，立即引发强烈反响。网友多数表示支持，陕西榆林市网友就说：讲的好，应该尽快做好财产性收入的征税的改革，开征财产税!也有网友对这种现实表示无奈，网友“头上三尺”说：个税的事最终只是一场闹剧，富人不征税的问题依然解决不了，工薪族的税前扣除额往高提一点，仅此而已。还有网友表示李韬葵是在纸上谈兵，现实中实现起来太困难。
体制需改革 个税不等于工资税
网友“t_0007”说道：支持李稻葵!在当前的税制下，投资回报的征收税率却比许多人工资的平均税率还要低（比如房租所得的税率为5%）。其中，更大的问题在于，资本增值所得却不用征税。如此个人所得税制，事实上已经沦为工资税，当然会受到社会各界的诟病。
