实验仪器设备之类的，只要有钱啥都行。travel 也没啥限制，除非funding本身有限制。
现在的公立大学，除非是学校合作的vendor, 买任何东西都要先让系里管账的确认后才
能买到。任何价值超过五千的东西，除非是通过学校指定的vendor买，否则要竞标才行
。竞标的结果往往是拿到性价比最烂的玩意。
travel更是无语了。去州外travel要让系主任签字同意，还要事先估计travel的花费，
然后送到学校管理部门，给你生成一个号码。订宾馆，一般不超过 90多刀，无论咋样
都不能超过152刀。 自己开车不付你油钱，只算折旧钱。早饭10块钱以内，中饭11块钱
，晚饭能超过15刀。
反正啥都要系主任签字，啥都要填表，啥都要预先打好招呼。

It is like becoming a US citizen. You have to swear your loyalty to US. In
