Do I interpret this paragraph correctly?

step 1/CK/CS scores ready two weeks before that, because it takes about 10
days for ECFMG to prepare and mail the certificate to you after they have
your scores.
Counting back another 3 weeks for score waiting, you should take CK no later

由于美国各地方基本自治，各类民选出来的人只对本地居民负责，不对州政府和联邦政

你们当地的各类民选人物当政的表现和做法，你自己放弃做主，那么你们失去的东西，
比在专制政府还多。
