Less weight is better for car for both performance and efficiency, so less
is better.
Some people also argue a full tank have less air inside so less gas will
evaporate on hot days, so more is better.
In real life, both of these practice have little or no effect to you, it can

Hoho, seems I am the perfect person to answer this question, except
that I didn't exactly work in DC, but a nearby MD city.
If you work in the heart of DC, that might be a different story.
Expense of living: Rent in NY is twice as much as in MD;
Security: if you find the right area around NY/NJ/CT and DC/MD/VA,
crime rate is quite low in both places;

seen the planet, the temperature they estimated for the planet is probably
based on the luminosity of the star and the planet's distance to the star.
Thus this 0-40 degree C is not necessarily the surface temperature of that
planet. If it had a thick "green house" atmoshpere earlier in its history,
then all the water (if there was any) would have been long gone ...just like
our Venus
