TOKYO (Kyodo)--Plutonium has been detected in soil at five locations at the

In the beginning, things were not that sever. Earth quake hit the power
plant, all units were successfully shutdown, diesel generators worked till
tsunami wiped them away, then backup battery did their work to cool the
reactor cores. Those backup systems had done the best to fulfill their
responsibilities and won invaluable time for the TEPCO and the government to
mitigate the risk and minimize the damage. If things were handled properly,

下和错误的态度，事故演变成了危机。美国政府终于干预，希望危机不会演变为灾难。
最开始的时候，事情并不是那么严重。在地震的影响下，福岛一号电站的几个机组的反
应堆都成功的停堆了。备用的站内的备用柴油发电机也工作正常，堆芯得到足够的冷却
。随之而来的海啸把柴油机都摧毁了，但备用电池仍然完成了它的使命，继续工作了好
几个小时。这两套系统应该给电力公司，TEPCO以及日本政府足够的反应时间去处理事
故，使得损失降到最低，即使融堆可能不能避免。这个时候，不少专家都认为，问题不
会太严重。原因，我认为是他们相信美国的技术，当时设置好的安全应急措施，日本作
