香港苹果日报Shashi Tharoor／当全世界对中国在西藏的镇压做出反应的时候，有一个
国家由于处于事件中心位置及保持缄默而尤其引人注目。作为达赖喇嘛以及西藏青年会
头领们的庇护国家，印度处于两难境地。
区分人道主义与政治
一方面，印度是一个民主国家，允许和平示威。达赖喇嘛一九五九年逃离中国时印度为
他提供了庇护，向十一万多西藏难民给予难民资格（最终给予印度国籍），并且允许他
们在风景优美的喜马拉雅的达兰萨拉山镇建立了流亡政府（儘管印度政府并不承认这一
政府）。
另一方面，印度一直培植与中国的良好关係。中国在一九六二年的边界战争中羞辱了印
度，儘管两国怀恨在心的边界争端还有待解决，而且中国还是印度的敌人巴基斯坦的主
