在他后面的一老头（退休警察）警告他不要发短信，两人发生口角，后这老爸似乎把爆

她们了，请她们另找场地并会负担打印新请帖的钱，根本就不是事实。是人家先去信要
求对方支付这些因为取消合约导致的费用，双方谈不拢，最后才找委员会裁决。委员会
判决哥伦布骑士会毁约在先，必须赔偿。
进一步加深了我的看法，有的基督徒说起话来简直可以信口开河，颠倒黑白，睁眼说假
见证。

今天，我非常震惊地发现，1946年《远东国际军事法庭判决书》（International
Military Tribunal for the Far East Judgment）网上居然有英语全文，那可是1500
页的文件啊。
我从不知道，这么重要的第二次世界大战的文件，网上居然可以轻易找到！国内媒体好
像从来没有宣传过这件事。我查了国家图书馆的数据库，发现这个文件很可能没有出版
过中译本。我不知道台湾是否出过中译本，当年南京政府应该有中文版的。
我对这个事情很不理解。
这是第一手的历史原件，历史价值就不用说了，对于爱国主义教育和揭露日本军国主义
的罪行，都有巨大的价值。可是，为什么大家都不知道呢？这是公共领域的材料，没有

2012年5月24日，美国国务院发表《2011年国别人权报告》，再次对世界近200个国
家和地区的人权状况品头论足，对中国人权事业歪曲指责，而对其自身糟糕的人权状况
却熟视无睹、只字未提。为了让世界人民了解美国真实的人权状况，敦促美国反思其所
作所为，特发表《2011年美国的人权纪录》。
一、关于生命、财产和人身安全
美国拥有强大的人力、财力和物力资源可以对暴力犯罪进行有效的控制，但是美国
社会却长期充斥暴力犯罪，公民的生命、财产和人身安全得不到应有的保障。
美国司法部2011年9月15日公布的报告显示，2010年，美国12岁及以上居民共经历
了380万起暴力犯罪，140万起严重暴力犯罪，1480万起财产犯罪和13.8万起个人盗窃犯
罪。犯罪率为每千人15起。(注1)美国多座城市和地区犯罪率激增。南部地区平均每10

发帖数: 5581 | 12 财务官Quaestor是Cursus honorum-荣誉之路 中比较低的职位。Cursus honorum从
Military Tribune开始，然后就是Quaestor。财务官是可能进元老院的最低职位，一次
选20个，主要任务是财政管理，或是行省总督的副手，或是负责军队的后勤。再往上是
营造官Aedile，每次选2个平民营造官和2个贵族营造官，主要负责公共建筑和工程。做
的好的话可以提高声望，为以后拉选票很有好处，不过这个不是往上爬的必不可少的一
环。然后是Praetor，一般翻译成大法官。这个翻译不是很准确，本质上他是执政官的
副手，但法官确实是他们职务中的重要部分。人数虽历史的变化而变化，常见的数目是
6-8人。然后就是常态下最高的执政官Consul，每年选两个。
这个主线之外还有管理行省的总督Governor，一般是执政官或大法官卸任后担任。还有
监察官Censor，一般是由德高望重的前执政官担任，责任是监察元老院和各级官员有无
贪腐，有弹劾的权利。检察官还管元老院资格审查，人口统计以分配投票时的阶层（贵
族，骑士，平民），一些公共工程以及社会风气的维护。

因为没有遵循其自身设立仲裁案的规则以及程序。只是PCA为了赚钱，把自己的场地借
用给这个草台班子唱戏，并提供秘书服务（处理文件以及发布之类）。至于这个草台班
子‘法庭’，它是由菲律宾和日本人柳井俊二共同凑出来的。这位柳井俊二自己是推动
日本解除安保条约的积极分子，唯一和这事搭上边的是他当时也已经是国际海洋法庭的
轮值庭长。但是这事没有在正式的国际海洋法庭上处理，而是弄这么个草台班子，这已
经很清楚的说明正经海洋法庭也绝不会听这个庭长个人瞎捣鼓的。
至于说PCA自己，根据其规则，提供arbitration服务的要求必须是争议双方共同书面要
求PCA来给他提供裁判意见。具体见下面引文。所以既然中国一开始就拒绝去掺和，这
个根本连PCA也不能提供仲裁意见。
总之，这就是一个草台的无以复加的野鸡‘法庭’，就跟你我在大街上拉几个人凑个‘
法庭’没两样。而PCA的角色就是为了赚钱违背自己的规则以及职业道德，把名义借给
这么个野鸡‘法庭’去发布信息。
