"The purpose of an educational evaluation is to verify that an H-1B
applicant holds at least the equivalent of a US bachelor’s degree. In
situations like yours, where the applicant holds a Ph.D., the CIS is much
less likely to question whether or not you hold at least a US bachelor’s
