我的问题是可否选homebased,这样就简单的多，因为我看如果选impoet/export的话要

背景：
去年12月分公司董事会通过会议，同意授予我RSU股票，并有一份授予信；
但是，人力资源部在授予我股票的时候，变成了NQ型期权。
问人力资源部的人为什么，其解释为我是中国人，没有美国citizen,不能授予RSU股票。
但是奇怪的是，去年的5月份，他们已经授予我部分RSU。我问为什么，他们说那是去年
搞错了，他们可以不更改。
我现在的问题是：
1. 到底中国藉员工可以不可以拿RSU股票？如果不能拿，为什么？哪里有相关的文件可
以查阅？
2. 如果去年5月份的RSU他们可以给我，并让他保持，我是否可以按照这个理由，持董
事会的信据理力争？
3. 该如何处理这些事情比较不会激化矛盾？

Asset" 里面，好像相关的只有 "I. Residential Rental Real Estate" 和
