行投票。因为提出这个议案的参议员Mike Lee今天早上看到如此众多的包括华人在内的
各族裔人们齐声反对，有些原来同意此议案的参议员有所动摇，Mike Lee 已经对今天
的投票结果没有太大信心，所以不坚持今天进行投票。
今天不进行投票了，大家的心里松了一口气。虽然今天不投票以后也会投，但是能给反
对方更多时间运作，同时让更多美国人知道这个议案的危害，下次议案再出笼时，通过
的机率就大减了。

The 2013 legislative session of the Virginia General Assembly adjourned on
February 23 with the passage of numerous pro-gun reforms and the defeat of
all anti-gun bills. Stay tuned for more details as passed legislation goes
before Governor Bob McDonnell (R) for his signature. Thank you to all NRA

扬的HR1044／S386法案也没有引起您的注意。作为过来人，让我们先看看究竟什么是
HR1044/S386法案，对来自中国的职业移民的未来有什么影响，我们是否应该关注，是
否应该行动起来做些什么？
什么是HR1044/S386法案？
简单点说，目前绿卡申请每年都有名额；名额按照国家分配，每个国家有上限，不能超
过7%。HR1044是众议院一个议案，目的就是取消7%按照国家配额的限制，S386是参议员
的对应法案。
2020年-2022年之间，对除中印之外的其他国家预留少量名额保护；
2022年开始，彻底没有限制，所有国家的人混在一起申请绿卡。
取消国家限制看上去不错，但现实是：绿卡申请并非一个clean start，而是有大量遗
留问题。
现在最明显的问题是：印度人排期在2009年，而中国人在2016年。
如果HR1044/S386法案通过，未来15年职业移民的移民路线图是什么？
如果取消排期，会按照“先入先出”原则，从2009年的申请人开始处理，这意味着先要

a future unanimous consent vote on S.386 and denied that hearings on the
bill were necessary.
Sen. Durbin (D-IL) has, in a letter to Sen. Cornyn (R-TX), requested a
hearing on the bill and is currently blocking the unanimous consent request.
A Sen. Cornyn spokesman suggested that Sen. Durbin end blocking of the bill.

案。比如前一阵老印搞的S386想把绿卡国籍帽给去掉就是在参院没法搞到Unanimous

据研发者Sanjiv Rai对外媒介绍，MogIA对美国大选的预测，基于从谷歌、Facebook、
Twitter、YouTube等收集的2000万个数据源，视频直播也被计算其中。该AI系统的经验
表明，在大选周期内，在社交网络上被讨论次数越多的候选人，一般最终赢得选举。
