我个人认为，对自家两娃，如果要出现 overall unequal treatment，
这种情况的最低标准也应该是 need-based。（就算出现 need-based，
是不是要 overall unequal treatment，也还是个需要斟酌的问题）。
（换言之，这不是需不需要把一碗水端平的问题。这个是有没有主观故意
把水端成不平的问题）。
在存在公立学校的选择的情况下，父母为一个娃付可观的更多的私校
的学费，仅仅是因为其中一个娃的 marginal better academic
performance，这个咋都说不上 need-based。
