一、港府情态
香港乱局，可以这样理解：特首林郑月娥最初坚持通过《逃犯引渡条例》，但后来忽然
在6月15日转为搁置（近三个月后更完全撤回），在我看来可能是要避免在中美贸易谈
判中烧起另一火头。
其实林郑月娥对香港的泛民主派有认识，本来知道不应退让，否则只会被理解为示弱，
令对方坐大；与泛民打过交道多年的人，不难具备这种认识：

1997年香港回归初期，连司徒华、李柱铭等重量级泛民都因中央对港政策的宽松而大感
意外，到2003年撤回第23条立法，2012年撤回《德育及国民教育科》，中央和港府都是
息事宁人，一再满足对方要求，但泛民却毫不领情，只是得寸进尺。早期中英联络办事
处主任姜恩柱的名言“香港是本难懂的书”，也当是就此而发的慨叹。
