国际社会上一般所谓之「历史性水域」(historic water) 大多系指所谓之「历史性海
湾」(historic bay)。在 一九八二年联合国海洋法公约中，也只有「历史性海湾」（
第十条六项、第二九八条一项a款i段）之规定，并无「历史性水域」之用语。但是，在
一九八二年公约有关领海疆界线划法的条文中，特别指出：在因为「历史性权利」(
historic title)或其它特殊情况下，可以应用不同于一般的方法来划订两国的领海界
线。（第十五条）因此，可以得知，一九八二年联合国海洋法公约并不排斥或否认，有
时一国在其邻接水域具有特殊之「历史性权利」，而使得此一水域成为某种「历史性水
域」。
一、一般历史性水域的定义
「历史性水域法则」(doctrine of historic waters)原则上是一项例外法则，使
得主张国家可以适用一般海洋法划界规则以外的规则，来完成划界工作。这种法则的运
用，必须依照各个不同个案的特殊环境(specific circumstances)来加以判定。

The new update of windows10 changed the indexing method which needs to re-
index all files on disk that is why the first startup takes forever and the
superfetch has 100% disk usage.
Actually all the common Linux distros have even much severe freezing issue
if you turn on indexing and system-wide file search. In most distro, it
makes system unusable if the home dir is not empty. So by default it is
turned off.

Linux with full DE usually took way more RAM to ensure performance. You
probably just misinterpreted the terms of system resource usage. You cannot
directly compare the numbers between win and linux.
Win has far more default services which can be turned off for most people.
But M$ wants it works out of box for almost all people so they turn them on

fee， 别的好像不太合理。自己的车被人撞了，从来没有claim 这些。 租车公司claim

供新的用户，唯一办法是转让（Transfer of liability)。
你必须已经有Sero 或 EPRP plan 才能转让成功。
Plan 08/31/2012 到期。07/01/2012 可以升级手机 （比如$200买iphone 4S)
