日本不过做了跟中国同样的事：一是不管他在国内的滥杀。二是给钱。有这两条，杜特
尔特跟谁都好。他对日本大表亲近，称“日本是比兄弟还亲的真正朋友”。他保证不放
弃南海仲裁，还邀请日本到南海举行联合军演。
中国媒体对这些消息只好集体失明。当局显然哑巴吃黄连。
应该说，不干涉别国内政是日本的一贯方针，并非这次单对菲律宾的策略。当年六四中
共屠杀中国人，西方各国制裁，日本也不参加。当时就有人警告日本说纵容中共作恶会
自食恶果。后来真应验了。得到日本援助发展起来后，中共就翻脸以百倍的恶毒煽动对
日仇恨。
就对菲政策而言，毕竟没有日本人在菲国滥杀式扫毒行动中受害。日方不管不问总还说
得过去。
而在滥杀中受害中国人却可能达到数百。因此中国政府的纵容讨好就显得特别可耻，特

glider that was collecting unclassified scientific data in the South China
Sea, and the U.S. is demanding its return, the Pentagon said Friday.
Navy Capt. Jeff Davis, a Pentagon spokesman, said that the U.S. has issued a
formal diplomatic complaint over Thursday's incident, but he was not aware
of any response yet. The Chinese Embassy said it had no immediate comment.

participating in a scheduled towing exercise in Sagami Wan Nov. 18, when the
tug boat lost propulsion and drifted into the ship.

【共同社华盛顿2月24日电】路透社23日援引多名美国政府人士的话报道称，特朗
普政府为阻止朝鲜逃避制裁的海上走私，考虑向亚太地区派遣海岸警卫队。据悉正在与
日本、韩国、澳大利亚和新加坡就加强取缔的方法进行磋商。
据路透社称，美国海岸警卫队和各国治安部门设想跟踪疑似装载禁运对象的武器和
物资的船舶，必要时实施检查和扣押的任务。预计将在公海和各国领海内活动，但不进
行海上封锁。
美财长努钦23日在记者会上强调：“美国和其他各国有权在获得船籍国同意后进行
检查。”据分析，美国警惕朝鲜持续巧妙地逃避制裁、进一步推进核与导弹开发，考虑
构筑与周边各国合作的大规模取缔态势。
美政府高官向路透社称，即使在关于揭发走私的行动与盟国的磋商未达成协议的阶
