一个法来引起冲突的方式来否决EO了；唯一可能的办法是congress不通过这个EO所需要
的funding，但是如果这样，总统可以veto congress不给funding这决定；如果总统
veto了congress不给funding的决定，congress也可以veto总统这个veto，但是需要绝
对大多数 supermajority。所以虽然理论上可行，但是EO被搞掉的可能性很小。
不过看现在这么多赋闲在家的印度大妈，以及移民局的办事效率，提EAD申请到拿到卡

程甚至没有之前约的15分钟，有他只是应付一下的感觉。
谈话中，他完全不在状态，虽然他说完全了解亚裔对此提案的反对的态度，但开始说他
觉得参议院过不了，然后我们告诉他参院过了，现在已经在assembly,他说他take 了一
段时间的leave, 不了解。
然后他说州长会否定该议案，我们告诉他这个可能会公投，不可能被州长否掉，他就说
他需要学习这个议案，再决定态度，然后就不想再谈了。
不知道他是真不懂还是装不懂，整个过程很窝火，准备了一大堆，还没说出来就让打道
回府了。

一贯打酱油，使用否决权次数屈指可数。近来由于国力上升使用否决权次数有上升趋势

具体到国会的budget,总统也不是一点影响力都没有，毕竟可以veto.有的总统比较主动
，会参与到两党关于预算的协商里，会在满足自己底线的基础上适当让步来拉议员的票
，比如克林顿。有的就交给自己的党派在国会里协商，自己只划大纲，比如巴马。但像
trump这种不和和党商议，自己瞎胡闹。连和党议员都宣布dead on arrival的也算奇葩。
另外两党都吸取了90年代政府关门的教训，现在都搞ominusbill,12个预算案捆在一起
。要关门，全关门。没有一方愿意承担关门带来的风险。所以总统在一般能满足自己底
线的基础上不会veto.另外，两党协商出来的东西一般也能veto proof,总统也没啥选择。 |

我的理解也是，这个法案通过了直接公投，不经过州长
之所以这样就因为之前州长两次还是三次veto
所以贺难得子才想出这招的
至于super majority的法案州长能不能否决就补知道了
但是如果是坚定super majority，州长否决了也没用，还可以继续投票veto州长的veto |

Jerry Brown, 民主党和平权法案（SB185&SCA5)
大家有一个误解以为JERRY BROWN是反对SB185的，因为他否决了SB185。其实JERRY
BROWN在他的申明中说的很清楚，他赞同SB185，他否决的原因是因为做为宪法的
PROP209的存在，使得加州如果通过SB185，会导致巨大的法律诉讼，所以他不得不VETO
