The Congress can levy tax, decide how to spend tax revenue, which are all within the bound of the Constitution. If the Affordable Care Act is written as a tax law, and something like medicare-for-all, then there will be no viable constitutionality challenge at all, but then it may not pass the Congress at the first place.

decade to help fund Obamacare are now shifting at least part of that cost
back to taxpayers.

Actually, this may be one thing which may bring Trump down in GE against HRC
- Trump's intrinsic contempt and insecurity for strong/unattractive woman
may actually make HRC look "sympathetic" to the voters. It already happened

America has always been an exceptional nation. Our Founding Fathers created
a system of government that has protected our liberty, allowed American
ingenuity to flourish, and lifted people out of poverty by creating the
