为什么需要这个BAT, 支持者主要就是两个理由:
1. 欧盟中国都有VAT的抵扣制度, BAT可以level playing field, 促进出口, 保护美国
本土就业.
这里拿VAT类比BAT其实是有点忽悠吃瓜群众的意思: 因为欧盟中国的VAT适用于自身国
内的企业, 那么进口产品自然要收VAT, 以保证和国内企业平等竞争; 有VAT的国家出口
产品, 无论是出口到有VAT的国家还是没有VAT的国家, 需要减免VAT, 也是同样的道理．
而这个BAT拿到WTO就不一定说得通了, 美国是没有VAT的, 主要就是corporate tax.
出口不收税，可能问题不大. 但所有进口需要加20%的税, 可能需要美国对WTO施加

Ramp is usually expensive, around 30-40 bucks if I recall it right;
while jack stand is 15-30 bucks.
For a sedan, 2ton jack stand would be enough. If you mess with pickups or
trucks, make sure your jack stand holds the weight of the truck.
In your case, I do not even think it is necessary to work under chassis.
You might be able to access by turning the steering to one end.
