〔記者呂伊萱／瑞士日內瓦報導〕第71屆世衛大會（WHA）將於瑞士日內瓦登場，首次
主持大會的世衛（WHO）幹事長譚德塞（Tedros Adhanom Ghebreyesus），將在會中啟
動極具野心抱負的工作目標，包括在2023年之前拯救2900萬個生命以及「三個十億」目
標。但面對有意願也有能力促進世界公衛健康的台灣，譚德塞始終因「中國不同意」，
而忽視國際上支持台灣參與的聲音，造成世界防疫缺口。
WHA將於下週一（21）登場，來自世界各地194個會員國的衛生部長與代表團，將聚集在
瑞士日內瓦，討論如何達到聯合國永續發展目標（SDGs）的策略計畫等廣泛內容，為促
進世界公衛健康而努力。

世界衛生組織（WHO）祕書長陳馮富珍在中國大陸的推荐之下，成為下一任祕書
長唯一的候選人，可望在明年5月獲選連任。WHO祕書長任期為5年。
陳馮富珍接替在任期中病逝的前任韓國籍祕書長李鍾郁，現任的任期到明年6月
截止。祕書長是WHO的最高行政主管。
李鍾郁逝世後，當時擔任助理祕書長的陳馮富珍在眾多候選人激烈角逐下脫穎而
出，在2007年1月就任現職。
WHO全部194個會員，可以在7月4日到11月15日之間推荐新任祕書長人選。據WHO
表示，本次只有陳馮富珍一人獲得推荐。
WHO執行委員會定明年1月在日內瓦集會，決定是否將推荐人選正式向WHO的最高
權力機構世界衛生大會提名。世界衛生大會明年5月21日到26日召開時，將就新任祕書
長人選做最後決定。
陳馮富珍63歲，生於香港，曾任香港特區政府衛生署長，2003年出任WHO負責傳

函。外交部今早發布新聞稿對此表示「深表遺憾與不滿」。
第70屆WHA將於本月下旬在瑞士日內瓦登場，但昨網路報名已截止，我仍沒有收到邀請
函。衛福部長陳時中今早親自召開記者會，證實台灣確實未接獲WHA邀請函，表示深表
遺憾與不滿，「心情也很沈重」，也表示將如期率團赴日內瓦，透過緊密雙邊與多邊會
議，降低我國未獲邀與會的衝擊。
外交部今早也發布新聞稿證實未接獲邀請函。新聞稿指出，外交部論锤兄x美國、加拿
大、歐洲等理念相近國家、友邦、友我國家、國內外各界團體，支持台灣參與WHA，並
採取具體行動，要求世界衛生組織（WHO）邀我與會。但迄昨未接獲WHO秘書處製發的邀
請函，外交部對此深表遺憾與不滿。

一句话，对新冠肺炎，必须高度重视啊！不然，WHO也不会将全球风险提到“非常高”。
但特朗普很生气，因为风险这样高，按照一些朋友的说法，问题就来了，我们总统大选

世界衛生組織（WHO）今年未邀請台灣參與世界衛生大會（WHA），中央社記者申請採訪
也遭拒。外交部次長吳志中今天表示，WHO行為違反自己的憲章，世界都在看。
第70屆WHA將在5月22日到31日在瑞士日內瓦舉行，WHO並未邀請台灣代表團出席，台灣
媒體採訪也受遭到拒絕，聯合國歐洲總部（WHO是聯合國機構）以電郵通知中央社記者
，拒絕核發WHA採訪證。
媒體報導，聯合國發言人委洛奇（AlessandraVellucci）12日指出，根據聯合國核發採
訪證的政策，媒體必須是來自聯合國承認的國家，才能申請到採訪證。
吳志中上午列席立法院外交及國防委員會，會前受訪時表示，WHO憲章寫的很清楚，不
得因為種族、宗教、政治信仰、經濟或社會狀況而有所歧視。
吳志中說，「我們跟中國有不一樣的政治信仰，世界衛生組織做這個決定，必須要考慮

對於武漢肺炎病毒，有一說認為炎熱氣候不利傳播。不過 WHO 菲律賓分部近期特地發
文宣導，新冠狀病毒不論在潮濕炎熱或乾冷氣候皆有傳播，不可掉以輕心。
《馬尼拉公報》報導稱，「這是『世界衛生組織菲律賓分部』澄清傳言和迷思的系列文
之一」。
因為當年 SARS 疫情大約在五月份的時候開始大幅減低，很多人因此推測武漢肺炎也會
一樣，並且四處轉傳著類似冠狀病毒怕熱、怕潮濕的言論。

「是的，2019 新型冠狀病毒已經擴散到潮濕且炎熱的氣候、以及乾冷（的地區）。無

打噴嚏時，應以衛生紙遮蓋口鼻，事後隨即丟棄衛生紙至垃圾桶內，並洗手。」
